(AP) ? A citrus disease that has killed millions of citrus trees and cost growers billions of dollars across Florida and Brazil has been detected in California, despite the industry's best efforts to keep it at bay.

After a week of testing the U.S. Department of Agriculture confirmed at noon Friday that citrus greening was detected in a lemon-grapefruit hybrid tree in a residential neighborhood of Los Angeles County. Sales and shipments of citrus trees within a 5-mile radius of the tree were due to be suspended Saturday.

The disease stands to threaten not only California's nearly $2 billion citrus industry, but treasured backyard trees scattered throughout the state.

"Huanlongbing is called the world's worst disease of citrus," said Dr. Robert Leavitt of the California Department of Food and Agriculture. "It had been present until now in all of the world's major citrus producing areas ? except California."

The bacterial disease, also known as huanglongbing, is carried by the Asian citrus psyllid and attacks a tree's vascular system, producing bitter fruit and eventually killing the tree. Sap-sucking pysllids that feed on an infected tree become carriers of the disease.

It is not a threat to humans.

"It's disappointing," said Joel Nelson of California Citrus Mutual. "Now we'll see if this great program that we believe we have in place is going to work."

State officials were working on a larger quarantine that would extend into northern Orange County. The closest commercial grove is 14 miles away from the infected tree.

Detection of the disease has been state citrus growers' fear since the bug first crossed into San Diego County from Mexico in 2008, potentially threatening California's fresh citrus market. Despite 25 years of worldwide research, there still are no biological or genetic controls for the disease that keeps fruit from ripening.

The disease is present in Mexico and across the southern U.S., but nowhere is the problem more severe than in Florida, where the disease first appeared in 2005. The University of Florida estimates it has cost 6,600 jobs, $1.3 billion in lost revenue to growers and $3.6 billion in lost economic activity.

The pest and the disease also are present in Texas, Louisiana, Georgia and South Carolina. The states of Arizona, Mississippi and Alabama have detected the pest but not the disease.

California growers and state agricultural officials have been aggressively trapping and testing bugs for the disease since the first sighting four years ago.

"This is the other shoe dropping," said Ted Batkin of the California Citrus Research Board. "We're prepared, and now we'll put our game face on."

The industry group will ramp up trapping efforts and increase testing samples in an effort to keep the disease from crossing into the San Joaquin Valley, where 80 percent of the state's citrus grows. California growers have been contributing $15 million a year to fund efforts to fight both the psyllids and the disease on top of state and federal programs to fight its spread.

"We've been fortunate that we have been able to learn from the experiences of other citrus-growing areas of the world," Leavitt said. "They didn't know they had the psyllid or the disease until it was too late. We have learned from their scientists and have taken a proactive approach."

State officials are making arrangements to remove and dispose of the Los Angeles County tree, which so far is the only one found to be infected. They also will spray all citrus trees for psyllids within a half-mile of the infected tree. Testing on tissue samples from other trees within the half-mile radius is ongoing.

State officials are unsure why Los Angeles County has a higher rate of psyllid infestations than areas closer to the Mexican border. But officials are investigating whether the bugs are hitchhiking through airports and seaports.

Japan said on Friday it would lift entry bans on some cities in Fukushima prefecture that had been designated no-go zones due to their proximity to a nuclear power plant crippled by a powerful earthquake and tsunami last March.

After the natural disasters triggered the worst atomic accident since Chernobyl by causing nuclear fuel meltdowns at the Daiichi power plant in Fukushima, 160 miles (240km) northeast of Tokyo, the government evacuated a 12 mile (20 km) radius of the complex, in which around 80,000 people lived.

"We have decided to revise the restriction bans placed on the evacuation areas," Japanese Prime Minister Yoshihiko Noda said at a nuclear disaster task force meeting.

From April, the government will lift entry bans on Tamura, Minami Soma and Kawauchi, three of the 11 cities and towns that fall within or straddle the 20 km radius.

This follows their declaration in December that the Daiichi plant was in cold shutdown and under control after months of cleanup efforts, signaling it was ready to move to a longer-term phase to eventually decommission the plant.

After lifting the entry bans, the government will separate parts of Tamura, Minami Soma and Kawauchi into three categories, depending on radiation levels.

The government hopes that lifting the entry bans will speed up decontamination by allowing freer access.

In areas where annual radiation measurements are below 20 millisieverts per year, a government safety guideline, residents will have free access to their homes during the day and will be allowed to return permanently at the earliest opportunity post-decontamination.

Where readings are between 20 to 50 millisieverts annually, evacuees will also have unrestricted access during the day although their permanent return will come later.

In areas where measurements top 50 millisieverts, residents will not have free access and they will not be allowed to return for a minimum of five years.

The government is still in talks with the remaining eight cities over lifting the ban.

Even if residents are allowed to eventually return they will continue to live under the shadow of the devastated Daiichi plant, where it's a huge and costly cleanup is expected to take several decades.

Experts at a symposium in San Francisco marking the anniversary of the catastrophe said public radiation exposures have been less than what people were exposed to in the aftermath of the Chernobyl disaster a quarter century ago, according to a report on news website, Environmental Protection.

Speakers at the University of California symposium said monitoring of children living just outside the evacuated zone points to higher than background levels of exposure, but not to unsafe levels, it reported. However, there is uncertainty about harms that may arise due to ingestion of short-lived radioactive iodine in the immediate aftermath of the reactor meltdowns.

Defra?s recent evidence-based study into the benefits of environmental management systems for small and medium sized enterprises (SMEs) presents new evidence of the financial benefits of green business. Four companies involved in the study agreed to showcase their experiences through case studies, which have been published alongside the main report.

What is the study about and why is that significant?

The study provides new evidence of the financial benefits to SMEs of developing an accredited environmental management system (EMS) to assess and manage their environmental impacts, and help use resources more efficiently. This supports Defra?s view that embedding resource efficiency across business operations brings benefits to the whole organisation. While not statistically significant, the sample of 31 SMEs used in the study is still the largest group of small and medium sized enterprises to undergo a detailed investigation of its certified EMS in the UK.

Defra encourages all organisations to implement an environmental management system, which is a structured framework for managing an organisation?s significant environmental impacts.?Similar to quality and safety management systems, an EMS can be a practical tool to help organisations manage, evaluate and improve their environmental performance in a verifiable way as well as meet their legal obligations concerning the environment.

Organisations?can demonstrate their commitment to meeting their environmental responsibilities by getting their EMS certified to ISO 14001, BS 8555, or the EU Eco-Management Audit Scheme, all of which are standards accredited by the UK Accreditation Service (UKAS).

What are the key findings of the study?

Two thirds of businesses surveyed either increased sales, or expected to do so, since implementing an environmental management system.? This breaks down into just over a third of SMEs in the study attributing their new business sales to implementing a certified EMS, and quoting an average value of ?14,961 per ?1m turnover in the year following certification, suggesting a payback period of 1 month for the new business sales alone versus EMS costs. Another third confirmed that they expected new sales to be achieved as a result of their EMS, but could not put a value on it.

Commercial and marketing opportunities were by far the most important initial trigger for the SMEs? decision to adopt an EMS, suggesting that this is more important than cost savings in converting SMEs to the benefits of EMSs.

Nevertheless, certified EMSs delivered cost savings for the majority of the 31 SMEs, with an annual average saving over 2 years of ?4,875 per ?m turnover. The costs of certifying and implementing the EMS were calculated at ?1,362 per ?m turnover (annual average over 2 years), suggesting a payback period of 3 months for the cost savings.

What was the reason for the study, and what problems did it seek to address?

Small and medium sized enterprises (SMEs) are a vital part of the local and national economy accounting for 99.9% of all enterprises in the UK, and providing 59.8% of all private sector jobs in 2009. Due to their sheer number (about 2.9 million), SMEs collectively have the potential to exert significant pressures on the environment, but face a number of obstacles to addressing these pressures including lack of resources, specific expertise, information and awareness. Despite the vast number of SMEs in the UK only a very small proportion hold a certified environmental management system (EMS).

The purpose of this study was to deliver robust evidence on the environmental and financial benefits of certified EMSs for SMEs by surveying selected SMEs from both manufacturing and service sectors. The subsequent aim was to use this evidence to increase SME uptake of accredited EMSs as a method of unlocking the latent environmental and financial savings that are believed to exist in the SME sector as a whole.

How was the study conducted, and how robust was it?

The study was conducted by WYG, a? global multi-disciplinary consultancy, whose researchers measured the effectiveness of EMS implementation by a sample of SMEs taken from the manufacturing and service sectors. They investigated the level of environmental and cost savings the SMEs had achieved, including any new business sales. The international EMS standard ISO 14001 dominated the study?s sample of 31 SMEs, which tallies with the market dominance of this standard in the UK. Six of these had used the BS 8555/Acorn approach to reach ISO 14001, while 3 had remained at a particular BS 8555/Acorn phase.

Numerous methods were used to recruit SMEs for the study, however the SMEs were not randomly selected and each chose to participate in the study so were therefore ?self-selecting?. Therefore the results should be viewed as a series of case studies from which useful data can be drawn to raise awareness of the potential benefits of an accredited EMS for an SME

What other interesting findings came out of the study?

There was considerable variation in the savings seen. Not all SMEs in the study achieved savings but those SMEs that invested more in implementing the EMS upfront achieved the highest savings.

All but one of the SMEs in the study had received requests for information from customers about their EMS and over a half of the SMEs had in turn contacted their suppliers.

The study showed, the environmental issues that delivered the highest cumulative cost savings were energy, raw materials and business travel.? Waste to landfill contributed the highest average savings at 28 percent in year one and 43 percent in year two. Furthermore, 28 SMEs made an average cumulative saving in carbon dioxide equivalent (CO2e) of 38.9 tonnes per ?m turnover per SME and that the carbon savings improved over time (Year 2 figures up 59% on Year 1 figures).

Environment Minister Richard Benyon underlined the link between environmental management and sustainable growth:

?All businesses should be planning green and growth together ? thinking strategically about environmental management leads to more sales, bigger profits and a more attractive business to clients and investors.

?It?s one of Defra?s top priorities to build a strong and sustainable green economy that is resilient to climate change. With business, we are working to green and grow our entire economy, protecting our environment and creating new investment, technologies and opportunities for trade.?

What are the next steps?

One of the aims of the study was to use the evidence to increase SME uptake of accredited EMSs as a method of unlocking the latent environmental and financial savings that are believed to exist in the SME sector as a whole. As part of this, Defra and WYG are in the process of disseminating the results of the study as widely as possible to the SME community, through their trade associations, stakeholder organisations and media channels.

US stocks fall on worries about Europe's economy

(AP) ? Stocks fell Thursday for the third day in a row after reminders that Europe has not solved its debt crisis and the U.S. economy is far from healed, despite progress on both fronts.

The Dow Jones industrial average fell 58 points in early trading to 13,069. The broader Standard & Poor's 500 fell nine points to 1,397. The Nasdaq composite index fell 15 to 3,090.

The declines came despite incrementally good news about the U.S. economy. The government said that the number of people seeking unemployment benefits last week dropped by 5,000 to about 359,000, the lowest since April 2008

The government also said that the U.S. economy grew at an annual rate of 3 percent in the fourth quarter, which met analysts' expectations and was the fastest pace since spring 2010.

But there was reason for concern, too: The government also said that many more people than it originally estimated filed unemployment claims in recent months. And economists believe the country's growth has slowed to about 1.5 percent.

European markets fell across the board, despite a report from Germany that its unemployment rate fell slightly over the month. The benchmark stock index was down 1.9 percent in Germany and 1.3 percent apiece in France and Britain.

Though Greece is no longer on the brink of default, deep problems remain for the continent, where stronger countries are arguing that they shouldn't have to bail out weaker ones.

In Spain, workers took to the streets to protest government spending cuts, underscoring the difficulty that governments will have in reining in overblown spending.

The price of oil fell 65 cents per barrel in New York to $104.73. France's prime minister said there's a "good chance" the U.S. and Europe will release oil reserves, which could drive down prices by adding supply.

President Barack Obama was expected later Thursday to call on Congress to end tax breaks for oil companies. The price of oil has doubled since October, and the price of gasoline has risen about 20 percent this year.

Among the stocks making big moves:

? Illumina, a diagnostics company, rose more than 4 percent to $52.06 after the Swiss pharmaceutical giant Roche Group raised its offer for the company to $51 per share.

? Best Buy fell more than 6 percent after announcing plans for big spending cuts, including closing 50 of its big-box stores.

? JetBlue fell 8 percent, two days after passengers said a pilot came unhinged and forced a JetBlue flight to make an emergency landing on a flight from New York to Las Vegas.

Guaranteed Income Does Not Guarantee Retirement Success

I suspect in part as an outgrowth of the stock market meltdown of 2008-09, guaranteed income products (annuities) in 401(k) and other retirement plans are a major topic of discussion. The Treasury Department recently gave the go ahead for the use of annuities in retirement plans. As a practical matter the widespread use of these products is still a bit off into the future.

I?wrote an earlier post in this blog and one for US News about my thoughts and concerns surrounding annuities in retirement plans. A good idea in theory, the reality of the implementation concerns me.

Let me focus on one additional area of concern. While a guaranteed income product that the participant would purchase as part of their investment in the plan would provide a guaranteed lifetime income stream, there is no guarantee that this stream of income would be sufficient to guarantee the retirement lifestyle the participant seeks.

Said another way, the inclusion of a guaranteed income option in a retirement plan does not absolve the participant from determining how much they need to save for retirement and how they need to allocate their investments. Even the use of a Target Date Fund or a managed account option requires the participant to ensure that the fund manager is investing their money in a fashion that fits their retirement accumulation needs.

Besides concerns such as the fees tied to these options and the selection and monitoring of an insurance provider for these products, the prospect of these products providing retirement plan participants with a false sense of security in terms of their retirement readiness concerns me greatly. A guaranteed income option might be a good tool for a retirement plan participant, but it is in no way a substitute for good old fashioned financial planning. At the end of the day, participants still need to accumulate a sufficient amount in their retirement plan accounts in order to be able to generate a meaningful monthly income stream if they choose to go the annuity route.
